94HCG (Hoover Criminal Gang)

The 94 Hoover Criminals Gang (94 HCG) or 9-Foe Hoover Criminals Gang, also known as the Low-Downs and formally known as 94 Hoover Crips  (pronounced Nine-Fo Hoover Criminals Gang), are an African-American street gang located on the West Side of South Los Angeles, California. The Nine-Fo Hoover Criminals Gang are a sub-set of the larger Hoover Criminals Gang.

The 94 Hoover Criminals Gang originated around 94th Street, between Vermont Ave and Figueroa Ave. The 9-Fo Hoover Criminals Gang was established in the 1970s and were known as the 94 Hoover Crips Gang. They had a brutal reputation for violence during the 1980s and early 1990s, prior to their transformation from Crips to Criminals.

In The News

In 2009, the 94 Hoover Criminals Gang made headlines when Daquawn Allen, also known as 4-Star AKA 2-Shay, a member of the 9-Fo Hoover Criminals Gang, was gunned down in broad daylight after walking home from a shopping mall (SwatMeet) on Broadway Ave. Daquawn Allen was shot two times in the torso and died from his injury.

Daquawn Allen was only thirteen at the time of the tragic shooting. Police arrested 21-year-old Kristopher Thomas, in connection with the shooting death of Daquawn Allen. Kristopher Thomas was an active member of the Main Street Mafia Crips. Police authorities believe the shooting is the result of a previous conflict between the Hoover Criminals and the Main Street Crips.

Law enforcement from the 77th Police Division in South Los Angeles stated: “This incident sparked a series of shootings in LAPD’s Southeast and 77th Street Areas, leaving two more victims dead and at least three others wounded.” 

Allies & Rivals

The 94 Hoover Criminals, are allies of all gangs under the Hoover Criminals Gang umbrella. However, they share a close alliance with the 92 Hoover Criminal Gang, they often refer to this alliance as “Do Lows Down.” D2ce (rapper), who is affiliated with the 92 Hoover Criminals Gang, made a tribute video titled “Real Homies” dedicated two the memory of Daquawn Allen (2 Shay).

D2ce also mention the close family bond, between the 92 Hoover Criminals Gang and the 94 Hoover Criminals Gang. They also share common enemies such as the 98 Main Street Mafia Crips and the 97 Gangster Crips as well as the 87 Gangster Crips. They also feud with East Coast Crips and Neighborhood Crips.

  6. Im not a gang member. I am not African American or Hispanic. I am a white male who unfortunately has a bad drug problem. I have been all over Los Angeles to score my dope. From lueders park in compton, to both east and west long beach, even into east Los Angeles. But I have been to 94th and Vermont avenue as one of my connection moved there, and by far, was the worst. compton, long beach, and east LA did not intimidate me as much as being in this neighborhood. I was never hassled by anybody, in fact everybody kind of ignored me, but what intimidated me so much was just how sad the area was. Very depressing circumstances. In compton gangs may be on different blocks, but damn, HERE IN THIS NEIGHBORHOOD, Hoovers to my right, 18th St. Behind me, evil klan 13 to the left, and god only knows who else to the north. I don’t know it really felt as though anything, at any time, for any reason, could happen and there would be meak lil ol me in the middle. It looked like a wasteland. Like the whole city AND county of Los Angeles just completely forgot about this place. Im sorry. Its just not somewhere you go unless you know somebody. And even then it gets very very very very sketchy.
