It is considered one of the earliest Hoover subsets and played a role in the development of the broader Hoover Criminals identity.

The 43 Hoover Criminals Gang traces its roots to the Hoover Groovers, an early street group that existed prior to the rise of the Crips. Through an alliance with the West Side Crips—often referred to as the “Tookie gang”—the group transitioned into the Hoover Crips Gang.

As tensions grew between Hoover sets and surrounding Neighborhood Crips, many Hoover factions began distancing themselves from the Crips identity. By the 1990s, the 43 Hoover set adopted the Criminals designation, aligning with the broader shift that defined the Hoover Criminals Gang.

By the mid-1990s, membership and activity within the 43 Hoover Criminals Gang had declined significantly.
